This error message means the card is being declined by the bank due to insufficient funds in your account. 

Please ensure you have the funds available for the subscription price plus the $0.99 fee that the bank will charge. If this message is in error, please reach out to your bank directly to resolve this. In the meantime, please try using a different card by adding your card under Account before trying to make a purchase.
