This card decline reason means the card is being declined by the bank due to a specific bank policy. This typically happens when the bank does not allow purchases for ongoing subscription sites, or when they do not allow purchases from sites categorized as "Pornography".
Please try using a different card, and ensure you add your card under Account before trying to make a purchase.
